Abstrakt: The problem of urban logistics operations in the context of their impact on the environment has become the key challenge. Due to that, there has been a growing interest in increasing the use of alternative fuels, including electro-mobility. However, an important barrier to the utilisation of electric freight vehicles (EFVs) is their travel range and battery capacity. The paper is focused on the idea of EFV utilisation improvement by implementation of charging stations in unloading bays. First, the Authors analysed the efficiency of chosen vehicles during daily work. Next, the potential improvement of their travel range was analysed, considering the short-time charging processes carried out during delivery operations, using the charging systems provided in unloading bays. Moreover, the concept of wireless chargers utilisation was proposed as a challenge for future work. According to the analysis, utilisation of unloading bays equipped with short-time battery chargers could improve significantly the travel range of EFVs. As a result, it could improve the efficiency of electric vehicles in last mile deliveries in city areas.

Abstrakt: The intensive growth of urban freight transport leads to an increase in the amount of transport links, which causes problems such as traffic congestion, an imbalance between the transport services demand and the actual capacity of roads, and the negative impact on the environment. This leads to advanced requirements for urban industrial infrastructures. To optimise freight flows, it becomes necessary to determine the patterns of how drivers choose their routes between the origin and destination points. Drivers participate directly in the transportation process. From the driver’s perspective, decision-making about the current route is predicated on the technological parameters of the transportation process (speed, time, etc.), the traffic load of the urban roads, and traffic safety, but also on the level of influence of urban freight flows on the environment. The environmental impact of transportation processes is directly related to the quality of life of city dwellers and increasing of the city sustainability level. This research paper aims to determine the patterns of urban freight flows generation while considering the human factor. The choice of route parameters is significantly affected by individual characteristics of the drivers, which are dependent on the properties of the central nervous system. These properties are grouped by type of temperament. Traffic parameters on different routes have various effects on drivers of dissimilar temperaments. Having estimated the influence of each parameter on the drivers, it is possible to identify preferences of choosing a driving route from among many alternatives. The results of the survey made it possible to determine the parameters of the routes chosen by the drivers moving between the points of departure and arrival of goods, considering the age and temperament of the drivers. The results of the research study described the models for changing the share of origin-destination trips of freight transport, which is performed by drivers of different temperaments along each of the possible routes. This information can be used in modelling of freight transport flows within a city. It could significantly influence the quality of life in the cities and make cities more compliant with social expectations.

Abstrakt: City users gladly apply comfortable and time-saving e-commerce solutions as an alternative to traditional purchase. The present pandemic crisis made this issue even more important. It significantly increased the number of transport operations within the city area, as each order has to be delivered directly to the purchaser. Consequently, city authorities are confronted with the important challenge: how to fulfil the expectations and needs of city users in the context of transport system functioning in view of reducing the negative impacts of urban freight transport in terms of safety, air pollution or noise. This is one of the most important elements of social sustainability in cities. One of the solutions that help reduce the negative environmental impacts of urban freight transport is making use of vehicles that produce less air pollution, such as electric vans. It proved to be very effective in decreasing transportation footprint by reducing local emissions of e.g. PM or NOx. However, one of the key limitations is the potential short driving range of such vehicles, which results from the battery capacity and charging infrastructure availability. In recent years, some analyses related to that issue have been made. Nevertheless, the studies have taken into account passenger cars only. This paper presents the results of the research study aimed at verification of electric vans energy efficiency in real-life conditions, i.e. when delivering courier consignments. The electric van used for the purposes of the experiment was Nissan eNV200. This paper fulfils the important knowledge gap and could be helpful from both theoretical and practical perspectives. It should be emphasised that the experiment was carried out in real-life conditions, i.e. in the course of performing business processes in one of the worldwide known CEP companies. The research study was carried out under the EUFAL international project, funded under the Electric Mobility Europe programme. The results of the research shown high potential of electric vehicles and usefulness of electromobility in last mile deliveries. The business partner of the research is now on the stage of electric freight vehicles implementation into vehicles fleets.

Abstrakt: These days, seamless moving about a city is a determinant of the city’s competitiveness, and is decisive for the life quality in the city. Hence, taking care of appropriate traffic organisation is one of the major tasks of the city authorities. Development of optimal production and spatial interrelations, considering their costs, efficiency and scope of services rendered to individual entities, enables economic and ecological development of the region. Therefore, the issue of major importance for a city is implementing a transport policy that makes it possible to choose a specified method of development (transformation) of the existing transport system in such a way so that it is coherent with the adopted strategy for the city development. The purpose of a transport policy conducted by city authorities should be maintaining the functioning of the urban transport on at least a satisfactory level. The main purpose of the article is to present an innovative solution for optimising the journeys of public transport vehicles, using the PERT (Program Evaluation and Review Technique) method. The method was developed on the basis of the research carried out in the city of Opole, Poland. The article presents a Multicriteria Model of Controlling the vehicles of the Municipal Public Transport-CVMPT) and the method implementation algorithm along with assumptions. The model presented in this article shows the possible way of optimising public transport systems operated in cities, taking into account the travel time of any given bus service, based on normal distribution and the computed probability of such traffic. The application of the method has brought many positive effects through providing optimisation measures in the structure of the municipal public transport.

Abstrakt: As an idea, Freight Quality Partnership (FQP) has been worked on for a few years. Though most successfully implemented in the United Kingdom, these init6iatives were also positively implemented in other countries, among others under projects such as C-LIEGE. Presently, absence of analyses related to the FQP results awareness from the different city logistics stakeholders’ perspective is observed. With almost 10 years of experience in developing the FQP in Szczecin, the Authors conclude that this issue is of critical importance for future sustainable development and improvement of such initiatives. The paper focuses on analysis of the key city logistics stakeholders’ environmental awareness in the context of projects implemented under the Freight Quality Partnership, based on the example of Szczecin (Poland). It is as the emanation of the social and economic priority – the sustainability concept. Based on the relevant literature review, the Authors made an attempt to identify the ecological utility of FQP activities. Further, the paper presents the results of a questionnaire-based research depicting levels of environmental awareness, manifested by various groups of UFT stakeholders in Szczecin. The research has been divided into two parts – the first focuses on internal FQP stakeholders (FQP members), and the second focuses on external FQP stakeholders (various city users and local authorities). The results show in what manner different stakeholders’ groups recognize and assess the FQP activities.

Abstrakt: Sustainable growth is a solution to reduce the negative effects of transport systems functioning in cities. It deals mainly with analysing the reasons for excessive exploitation and deterioration of the environment and specifying a strategy for limiting the process in the following areas: ecological, economic, social and cultural. The most effective activities in a sustainable urban transport policy combine all the aspects while minimising the costs connected with meeting the expected goals. Stakeholders’ engagement is essential for the effectiveness of sustainable urban mobility plans. This paper proposes a tool for assessing the level of maturity of the engagement of urban freight transport stakeholders, comparing cities in Brazil, Poland and Norway. We proposed the minimum requirements of stakeholders’ engagement and levels of maturity based on the literature. A comparative analyse was performed. The results indicate that Brazilian cities represent a low level of maturity, Polish cities represent intermediary level, and Norway cities, mainly Oslo, represent the more advanced level of maturity in the stakeholder’s engagement. The results also indicated that the cities with sustainable urban mobility plans represent the highest level of maturity in the stakeholder’s engagement.

Abstrakt: A city as a system that constitutes one of the most important areas of human activities. The significant role to fulfill their expectations pay the goods transport and deliveries. These issues are the subject of urban logistics. In broad terms, urban logistics may be construed as a number of processes focused on freight flows, which are completed in cities, including deliveries, supply, goods transfer, services, etc. Due to the different urban logistics stakeholders’ expectations, these systems generate many challenges for managers, especially in the context of city users’ needs and their quality of life. Today, there is a lack of broadened approach and methodology to support them from the processes’ efficiency perspective. To fulfill this gap, the purpose of this paper is to apply the Six Sigma method as a support in last mile delivery management. Six Sigma method plays important role in production systems processes management. However, it could be useful in much wider perspective, including transport and logistics processes. The Authors emphasize that the Six Sigma method could be efficient approach in the last mile delivery processes’ analysis in the context of their efficiency. It helps positioning the customer satisfaction level and quantify the delivery processes defects, related to the undelivered goods. Following that it could improve significantly the last mile delivery processes efficiency. The concept is illustrated by a sample evaluation of one of the urban logistics processes: completion of deliveries. To this end, urban logistics processes were defined. In particular, the delivery completion process was mapped, and the process client was defined along with their expectations. The defects that occurred in the process were identified and analyzed. A DPMO (Defect per Million Opportunities) indicator was established for three randomly selected months. In addition, a root cause analysis of errors was performed. The sigma level for the studied process ranged from 2.61 to 2.89. The factor that had the greatest impact on the number of defects defined as failed deliveries was customer’s absence. The obtained results indicate that the delivery process should be examined in more detail.

Abstrakt: Food product transportation is one of the most problematic tasks considering the specific expectations in the context of the transport conditions. It seems to be a significant challenge for the freight carriers’ decision-makers. The proper organization and management of that process is the basis for the appropriate fulfilment of the needs of customers, related, among others, to the proper quality of delivered products (such as freshness, expiration date, etc.). The additional challenge in this context is the efficient delivery at the city area, taking into account typical city transportation problems, such as congestion, narrow ways, lack of the unloading areas, etc. The role of these tasks is analyzed in this paper, on the basis of the chosen parameters and technologies of the transportation process. The purpose of this paper is to study the rational freight fleet formation in the case of changing the parameters of material flow in time. It was found that with the other unchanged parameters of material flow, the change in ambient temperature affects the technological process of transportation, the type of vehicle for its movement and the structure of the vehicle fleet. Accordingly, the types of vehicles (tent or insulated) necessary for the movement of certain material flows, which require special conditions for their transportation, have been determined, in compliance with the temperature regime and periods of their use. The organization scenarios of the transport service of the studied distribution processes were proposed, taking into consideration the change in conditions for the transportation of material flow, purchase of insulated semitrailers or their rent. The proposed versions were calculated and evaluated under the given conditions, and based on the net present value, the best of the proposed options was found: the purchase of one insulated semi-trailer while hiring the remaining insufficient insulated vehicles.

Abstrakt: Mobile apps are online services offered in smartphones, combining data, functionality and user interface to the customer. In urban freight transport, app-based services are increasingly focused on last-mile delivery. This paper presents a mobile app to unloading zones developed by Belo Horizonte municipality. The initial purpose of this app is identifying the unloading bays used by carriers. Since June 2019, the municipality launched the “rotativo digital” app. The first results show a progressive increase in the number of users of the application. In general, those who download the app, use it regularly. However, there is resistance in the download of the application by the drivers. In addition, the most used loading and unloading areas were identified. From the lessons learned, it is important to use technology to collect data on urban freight transport. Educational and inspection campaigns can encourage more users to use the application. Knowledge about the type of data and its benefits for urban planning can be vital to its success.

Abstrakt: One of the most important problems in the cities is atmospheric emission of anthropogenic origin. This problem is the key challenge mostly for city municipalities but also for business stakeholders, which are involved in freight transport at urban areas. One of the most important and efficient solutions to reduce this negative impact is implementation of electric vehicles. In recent years many activities and developments in this area have been done. This paper is focused on utilization of multi-criteria analysis for electric vehicles selection in the context of their usability for deliveries realization in cities. Moreover, it also presents general issues regarding the use of alternative fuels in motor vehicles, with emphasis on electric vehicles. It discusses the extent to which electric vehicles are used. It describes the key parameters for determining the usability of electric vehicles in urban deliveries. Based on the formulated assumptions, a multi-criteria model is proposed to enable selecting, out of the defined vehicles catalogue, solutions that are optimal in terms of potential effectiveness. The general aim of the paper is to support the logistics companies’ decision makers in the improvement of the freight vehicles fleets, taking into account the sustainable city logistics expectations.

Abstrakt: Analyses of the potentials of electric mobility in commercial transport have shown that in terms of trip patterns and daily mileage EVs are suitable for urban freight transport and city logistics. The deployment of EVs could reduce exhaust and noise emissions. But the potential is not being exploited, and there are only a few vehicles in use in commercial fleets. This paper will give insights into the status of electric mobility in European urban freight and logistics. The paper introduces the potential for the further implementation and development of electric vehicles in city logistics, based on the activities realized under EUFAL (Electric urban freight and logistics) project, realized under the ERA-NET Cofund Electric Mobility Europe.

Abstrakt: This article examines the issue of the ability to identify implemented UFT solutions by individual FQP stakeholders, their final perception and evaluation of the solutions utility, and also the level of direct community involvement in the processes of planning, implementing and sustaining the effects of implemented UFT projects. The original method of “FQP durability assessment”, supported by the results of the recently carried out empirical studies, has provided answers to the questions on the discrepancies in the perception of solutions by individual partners of the FQP initiatives. The research study has confirmed numerous opinions and conclusions found in the academic publications, at the same time, indicating the role of the holistic approach to FQP projects.

Abstrakt: Despite the fact that cities differ in size, economy, political and cultural frameworks, the transport sector plays a strong role in all of them. In the European Union, many policy measures have been taken in the last decade regarding urban freight transport. The article presents the first step in the implementation of the Low Carbon Logistics project (LCL). This project is funded under the Interreg South Baltic Region Programme. The project focuses on tourist cities in the Baltic Sea region. This region is distinguished for its unique biodiversity, micro climate that is suitable for the development of recreational tourism and resort zones. However, at the same time this region is mostly affected by high levels of pollution.

Abstrakt: In the turbulently changing environment, in which the significance of cities in the economic life is increasing day by day, city authorities must compete for inhabitants and users, and the vital thing they can offer is the life quality in their city. One of the possibilities that facilitate obtaining knowledge in the area of urban freight transport is participating in projects that involve both the cities with experience in that regard and cities that search for solutions to problems related to freight transport. The development of scientific research and support for projects by European Union structures indicate the undertaking of interdisciplinary research projects, including initiatives to exchange good practices in this field. This paper presents the empirical analysis on the methodologies applied in projects implemented in Szczecin and Stargard. The presented issues are based on the Author’s own experiences resulting from active participation in implementation of all the four projects. The major aim of the paper is to highlight the most important similarities in project, which may be an important hint when making implementation decisions.

Abstrakt: The challenges posed by Industrie 4.0 serve as a motivation to introduce changes in practically all the areas: the organizational, production technology and social area. The dynamics of the increase of the use of IoT, CPS or SF and the benefits which are obtained by stakeholders have caused these solutions to find their practical applications in other areas of our lives including urbanized areas (cities). The use of sophisticated technologies and equipment that works in the IoT environment has caused us to refer to such solutions as “smart solutions”. In the article, the basic assumptions of the functioning of Industrie 4.0 and IoT are characterized. A systematic review of SL notions in the literature area under examination was conducted. SL objectives and tasks in Industrie 4.0 were defined, and the possibilities were indicated of the use of the SL potential in the development of smart cities (CS).

Abstrakt: The article presents the issues covering the transformation of logistics within the currently developed concepts of both Industry 4.0 and Logistics 4.0. In this approach, a research problem arose as to which parameters and characteristics of both logistics and manufacturing processes are the most important from the point of view of sustainability. In addition, mutual relationships between these parameters were established. In the article, a multi-criteria DEMATEL analysis was used to assess these characteristics. The article can be useful to people interested in modern solutions in the production and logistics industries.

Abstrakt: Jednym z głównych zadań transportu jest przemieszczanie osób, czy też towarów w określone miejsca przy wykorzystaniu odpowiednich środków. Na drogach w ostatnich latach dostrzega się rosnącą liczbę samochodów prywatnych, pojazdów ciężarowych czy środków komunikacji publicznej. Następstwem tej sytuacji jest spadek bezpieczeństwa na drogach związany chociażby z niedotrzymaniem odpowiedniego poziomu ostrożności przez prowadzących pojazdy. Wzrastająca liczba wypadków przyczynia się do ponoszenia kosztów związanych z ich następstwami np. koszty usuwania szkód, koszty leczenia. Władze miast wdrażają różnorodne rozwiązania mające na celu podwyższenie bezpieczeństwa ruchu drogowego. Do działań tych zaliczamy reorganizacja skrzyżowań, a także zastosowanie narzędzi telematycznych tj. np. wprowadzanie systemów pozwalających na identyfikację pojazdów i pomiar ich prędkości. W artykule przedstawiono koncepcję usprawnienia wybranego odcinka drogi znajdującego się na ulicy Duńskiej w aspekcie poprawy bezpieczeństwa na nim.

Abstrakt: Głównym celem artykułu jest ocena ryzyka realizacji projektów międzynarodowych na przykładzie Low Carbon Logistics. Realizując cel przeprowadzono analizę ryzyk mogących mieć wpływ na realizację projektu przy pomocy metody delfickiej. Ryzyka zostały wytypowane przez grupę ekspertów wyłonioną spośród uczestników projektu, a więc osób bezpośrednio związanych z projektem, zorientowanych w realiach jego wdrażania i realizacji, co w dużej mierze uwiarygodnia rezultaty analizy. Opracowane grupy ryzyk kolejnej ocenie dzięki której wyłoniono spośród nich te, które według szacunku mają zarówno duży wpływ na powodzenie przedsięwzięcia, jak i wysokie prawdopodobieństwo wystąpienia. Działania te pozwoliły na wykonanie macierzy ryzyka dla wewnętrznej oceny projektu Low Carbon Logistics.

Abstrakt: Urban freight transport is a part of a complex system comprising a considerable number of various participants, numerous limitations, fragmentation of goods flows, which decreases the transport effectiveness, pivotal connections in supply chains, and also the risk of conflicts between expectations of particular stakeholders. The problems require that a well-thought approach to implementation decision making should be applied. A prerequisite for a correctly implemented process of urban freight transport optimisation and rationalisation is an ex ante, in-depth analysis of the current situation and condition of a given urban system, a well performed assessment of obtained results and correct identification of goals for future actions. The paper is focused on the methodological assumptions for the implementation of the city logistics measures based on the adaptability and transferability approach. The major objective is to establish the general framework for this kind of activities.

Abstrakt: The European Council has set the target to reduce European greenhouse gas emissions by 20% till 2020. The negative impacts of urban goods distribution are mainly caused by used vehicles (e.g. diesel-powered) and low system efficiency (e.g. low loading factor, low cooperation). The paper is focused on the introduction of the activities realized under new project – Low Carbon Logistic. It’s realized under the Interreg South Baltic Programme. The major objective of this project is to implement the low carbon city logistics measures in 5 pilot cities as well as to promote and support this kind of activities in South Baltic Region. The aim of the paper is to introduce the assumptions for the activities realized in pilot cities. The planned results will be mostly focused on development of consolidation systems and implementation of alternative fuelled vehicles (EV and cargo-bikes). Also the major elements of LCL approach have been introduced.

Abstrakt: Social cost‐benefit analysis (SCBA) aims to assess whether the planned solution will bring greater social benefits than the expenditure incurred. This chapter focuses on the assumptions of SCBA for implementing urban freight transport projects. Social benefits resulting from the introduction of individual solutions / best practice in city logistics are due to the reduction of external costs. Therefore, measurable social benefits are the difference in external costs generated before and after the introduction of the solution. External costs generated by urban freight transport are mostly environmental costs covering the cost of climate change, air pollution and noise and congestion costs associated with the increase in travel time and transport accidents. Determination of external costs requires a very detailed identification of the number of vehicles entering the area by type, capacity and Euro norm.

Odpowiedzią na silnie akcentowaną potrzebę powstrzymania negatywnych skutków funkcjonowania systemów transportowych w miastach jest rozwój zrównoważony, który zajmuje się przede wszystkim analizą przyczyn nadmiernej eksploatacji i niszczenia środowiska, a także określaniem strategii ograniczenia tego procesu na trzech głównych płaszczyznach, tj.: ekologicznej, ekonomicznej i społeczno-kulturowej. Za najbardziej efektywne działania zrównoważonej miejskiej polityki transportowej uważa się te, które godzą owe trzy aspekty, równocześnie minimalizując koszty związane z osiągnięciem oczekiwanych celów. W artykule podjęto problematykę wpływu rozwiązań usprawniających dostawy na ostatnim kilometrze na wybrane parametry funkcjonowania łańcucha dostaw. Analizy dokonano koncentrując się na oddziaływaniu na trzy zasadnicze aspekty: emisję zanieczyszczeń (z uwzględnieniem PM, NOx, CO i CO2), zużycie paliwa oraz koszty operacyjne (w tym koszty personelu, paliwa oraz utrzymania floty).

Abstrakt: Urban areas are centres of business and innovation. Freight transport is indispensable for the proper functioning of any modern urban society. Urban areas cannot function without an appropriate freight transport system, due to the need to replenish stocks of food and other goods in retail shops. The complexity of the decisions concerning implementation of measures to improve the movement of goods in the city requires tools designed to support this process. In this context, a research gap and a research problem occur—how to obtain a reliable set of factors for development of sustainable urban freight transport (UFT). The purpose of this article is to introduce the possibility of applying the Analytic Hierarchy Process (AHP) as well as the Decision Making Trial and Evaluation Laboratory Method (DEMATEL) in choosing a set of measures and in analysing the field of distribution logistics, which will help to solve delivery problems and streamline cargo flow in Szczecin, in the context of sustainable development. This paper presents the findings of a survey in which experts evaluate the main coefficients for sustainable freight transport in the city area. Using both AHP and DEMATEL methods, we have concluded that: (i) all coefficients from administrative, financial, technical and promotional measures are highly interconnected; (ii) strategy of freight transport development should take into consideration how these coefficients influence each other; (iii) P2—eco-driving trainings, T4—alternative delivery systems and P1—promotional campaigns for sustainable transport are the most important criteria and should be priorities for investments; (iv) A1—implementation of loading/unloading and transit restrictions—highly influences other coefficients; (v) T2—intelligent route guidance in freight transport is greatly influenced by them.

Abstrakt: Urban freight transport contributes to a number of environmental problems, such as poor air quality, noise and greenhouse gas emissions. Analysing the impact of UFT measures is particularly important, since improving the situation for freight deliveries more often than not will be at the expense of the citizens. Unloading bays are one of the most popular and simple solutions to implement to support the development of a sustainable urban freight transport system. This measure is aimed at reducing the congestion in busy city streets, which is often caused by delivery vehicles parking directly on traffic lanes to perform their (un)loading operations. The analysis, presented in this paper, is aimed at emphasising the advantages of unloading bays for the public, and thus enhancing the arguments in favour of popularisation of unloading bays. We simulate the traffic in areas of Szczecin and Oslo, and compare the situation without unloading bays to the situation with unloading bays. This is used to predict the benefits of unloading bays in terms of traffic flow and emissions. The basis of the analysis is utilization of a scenario-based approach and cellular automata simulation.

Abstrakt: This article focuses on the role of Urban Freight Transport (UFT) projects in improving the life quality of city inhabitants. The main focus of the deliberations is the aspect of UFT projects’ durability. The authors take an original approach to the definition of UFT project durability and also provide the results of a research study carried out in 2018. This made it possible to furnish an answer to the research questions that boiled down to the analysis of the current status of the relevant academic literature, to attempt to define the total durability of a UFT project, and to indicate the critical gaps in perception among the key stakeholders of the projects. In this study, particular attention is paid to the terminological synthesis and the conclusion resulting from adopting induction and deduction as the methods of solving research study problems. A novelty is the approach adopted in the project evaluation emphasising the mentioned durability aspect as one of the major success factors. This is particularly important for implementation of a Freight Quality Partnership as a solution enabling development of sustainable systems of urban logistics. The solution was treated as a specific implementation project for which the issue of key importance is the identification of success factors in the context of satisfying the needs of diverse groups of UFT stakeholders. It should be stressed that durability of projects in the area of UFT is critically important, even though there is a significant conceptual gap in that regard. The research study involved the originally developed concept of the Pyramid of Stakeholders Survey. By means of this concept, FQP durability was analysed on the example of the experience gained in the course of the solution functioning in Szczecin.

Abstrakt: Fleet Management Systems (FMS) allows to manage a significant amount of spatially distributed objects, providing real-time information about its status and location, as well as information about the environment in which they are located. The amount of information that contemporary FMS can provide to decision makers is enormous and allows for a significant facilitation of transport optimization processes. This means that these systems can be an important support also for the implementation of tasks related to the operation of urban freight transport. The main problem, however, is the selection of the right tool among the many available on the market. The paper uses elements of the analytical hierarchy process (AHP) to evaluate selected Fleet Management Systems from the perspective of the end-user’s needs, with particular emphasis on increasing the time and economic efficiency of the management process.

Abstrakt: The dynamic development of transport in recent years constitutes an important factor in the economic development of the world, but it is also a source of problems, which can be observed especially in urban areas. A growing number of city users results in increased demand for freight distribution, the large part of which is generated by industrial, retail and service entities. The distribution function initiated by these entities causes an increase in the logistics flows within a limited area. The main problem arising in the process of analysing the functioning of transport and distribution of goods in cities is lack of data regarding classification of vehicles, their routes, demand for transport, etc. The objective of the paper is to present the methodology and results of research done in Szczecin (Poland). It fills the information gap in the functioning of UFT in the analysed area.

Abstrakt: Atmospheric emissions of anthropogenic origin are one of the most important problems in cities. A particularly discrete ecological footprint in urban environment is made by urban freight transport. This problem has become the key challenge for all stakeholder groups involved in freight transport in urban areas. Over the recent years, there has been a growing interest in using alternative fuel vehicles in urban logistics, including those equipped with electric drive systems. This paper presents a multi-criteria analysis (MCA) of selected electric vehicles (EVs) in the context of their application for the purposes of deliveries in cities. In methodological terms, we present a unique MCA-based approach for evaluation of Electric Freight Vehicles (EFVs). A successful attempt is made to build a multistep MCA procedure based on two carefully selected MCDA methods (PROMETHEE II and fuzzy TOPSIS) to handle both certain and uncertain data sets in a single decision process. In practical terms, we uccessfully demonstrate the usefulness of the proposed approach by creating a set of decision maker’s preference models (based on certain and uncertain data) of carefully selected EFVs and provide sensitivity and robustness analyses of the obtained solutions.

Od wielu lat podejmowane są działania mające na celu ograniczanie tych negatywnych skutków. Jednym ze sposobów jest zastosowanie procesu uczenia się od najlepszych zgodnie z zasadami benchmarkingu. Podejście oparte na wykorzystywaniu dobrych praktyk stanowi podstawę wielu europejskich projektów z obszaru logistyki miejskiej. W artykule przedstawiono doświadczenia wynikające z realizacji czterech tego typu przedsięwzięć. Omówiono specyfikę projektów oraz metodyki w nich stosowane. Celem artykułu jest uwypuklenie najważniejszych podobieństw w nich występujących, co może stanowić istotna wskazówkę przy podejmowaniu decyzji wdrożeniowych.

Abstrakt: Funkcjonowanie gospodarki miejskiej uzależnione jest od dostępności towarów w obiektach handlowych, np. w centrach handlowych, sklepach spożywczych, wielobranżowych i przemysłowych. We współczesnych miastach można wyodrębnić trzy kluczowe grupy interesariuszy Miejskiego Transportu Towarowego (MTT). Pierwszą grupę, stanowią mieszkańcy, którzy reprezentują określone potrzeby konsumpcyjne w zakresie dóbr (towarów) i usług, ale także reprezentują określony poziom dojrzałości w zakresie akceptacji pryncypiów zrównoważonego rozwoju. Drugą grupę stanowi biznes, który jest rynkową odpowiedzią na zgłaszane przez mieszkańców zapotrzebowania poprzez oferowanie określonej podaż dóbr i usług. Wreszcie, trzecią grupę stanowią władze miasta, które realizują określoną strategię, m.in. przez politykę transportową. Jednym ze sposobów zapewnienia konsensusu pomiędzy różnymi grupami interesariuszy o odrębnych potrzebach są partnerstwa na rzecz jakości transportu towarowego (Freight Quality Partnership). Celem artykułu jest przedstawienie doświadczeń praktycznych, wynikających z eksperymentalnego wdrożenia tego typu partnerstwa w Szczecinie oraz wyników analiz, stanowiących podstawę dla implementacji rozwiązań ograniczających negatywne oddziaływanie MTT na środowisko miejskie.
